Deloitte's 2026 State of AI in the Enterprise report, surveying more than 3,000 senior leaders, maps a widening divide between the pace of agentic AI deployment and the governance structures meant to oversee it.
About a quarter of surveyed companies currently use agentic AI at least moderately across their operations. Within two years, that figure is expected to climb to 74%. Manufacturing is driving much of the acceleration, with companies embedding agents into predictive maintenance AI systems, production scheduling, and factory automation AI workflows where decisions carry real operational and safety consequences.
The governance side has not kept pace. Only 21% of organizations report a mature model for overseeing autonomous AI agents. Most rely on a mix of public guidelines and internal policies — an approach that may prove inadequate as agents take on higher-stakes work in manufacturing environments, from quality control to supply chain coordination.
Regulatory and compliance demands rank as the top barrier to AI adoption across all industries Deloitte surveyed, ahead of skills shortages and infrastructure costs. For manufacturers, that pressure has a specific deadline: the EU AI Act classifies factory automation AI and AI quality control systems as high-risk, requiring mandatory documentation, oversight protocols, and conformity assessments before the August 2026 enforcement date.
Companies further along the deployment curve report meaningful productivity gains, but the governance gap means most organizations are scaling autonomous systems without the structures regulators will soon demand. The current patchwork of oversight is unlikely to hold as manufacturing AI agents take on more consequential decisions.
