Government AI adoption has outpaced private industry for the first time. Gallup research by Christos Makridis found that 43% of public-sector employees reported using AI tools by the fourth quarter of 2025, edging past private-sector workers in overall adoption. The shift marks a rapid acceleration — public sector AI usage had been trailing industry benchmarks as recently as mid-2024, and the crossover signals that federal, state, and local agencies are now moving faster than many corporate counterparts on AI deployment.

But the speed of adoption has opened a governance gap. Only 37% of public-sector organizations report having a clear AI strategy, well behind private-sector counterparts. Agencies are deploying tools faster than they are building the institutional frameworks to manage them — including oversight for AI permit processing, data handling, and cross-agency coordination. The disconnect between the tools employees use daily and the policies governing those tools is widening. As federal agencies start writing enforcement rules, the pressure to formalize AI governance is only growing.

Manager behavior shapes whether government automation takes hold or stalls. Gallup's data shows a 28-point gap in frequent AI use between employees whose managers actively encourage adoption and those whose managers do not. For agencies working to scale AI across departments, procurement and platform access matter less than leadership alignment and organizational strategy. Without visible support from management, adoption remains uneven regardless of the technology available.

The findings point to a public sector that has crossed from experimentation into routine use, but where strategic readiness has not kept pace. How agencies close the gap between adoption rates and governance frameworks will shape whether this wave of government AI delivers lasting operational improvement or introduces new risks faster than institutions can manage them.
